“If you have a physical covering with one layer, you put another layer on, it just makes common sense that it likely would be more effective,” Fauci said on the “Today” show.
Fauci did not cite any specific study that points to two masks working better than one to reduce the spread of COVID-19. In fact, the World Health Organization has stated the just the opposite,
“At present there is only limited and inconsistent scientific evidence to support the effectiveness of masking of healthy people in the community to prevent infection with respiratory viruses, including SARS-CoV-2 (75).”

Consistent with their recommended in June 2020:
“At the present time, the widespread use of masks by healthy people in the community setting is not yet supported by high quality or direct scientific evidence.”

If the World Health Organization reports in their recent interim guidance that there is only “limited and inconsistent scientific evidence to support the effectiveness of masking healthy people” in Missoula County, why is the Missoula City-County Board of Health and Health Director Ellen Leahy continuing to force citizens to mask their faces? Why are they continuing to conscript businesses to enforce their rules? Why are they pitting neighbors against neighbors to make us enforce the rules upon each other?
A lawsuit was filed last week against the Missoula City-County Health Board and Leahy for their response to the SARS-CoV-2 virus.
